  The consultant assignment comprised two phases. The first phase consisted in finalizing the publication on the Municipal contract approach, according to the structure below mentionned. in the second phase, the consultant will help organize and facilitate (a) a series of video-conferences aiming at reviewing the content and recommandations of the publication and discussing future perspectives before final publication (b) an international conference bringing together elected officiais and practitioners from Africa, Maghreb, Europe, as well as networks of cities, universities and training institutes.
  
  
  
  
• Financing Local Government Investments in Developing Countries , Agence Française de Développement / French Development Agency, 2005
  
  
  Faced with major structural changes, a working group has been set up in 2004 at the initiative of Agence Française de Développement (AFD)in order to answer various questions: what conclusions can be drawn from the existing models and instruments used for local government financing? On what conditions could successful experiences in specific countries be exported? What intervention strategies are to be applied in the forthcoming years?
  
  The document is a summary of the work and thinking of the Working Group which included representatives from multilateral and bilateral donors (the World Bank, KfW and USAID), United Nations agencies, the French Ministry of Foreign Affairs, semi-public institutions, private banks or specialist finance organisations such as the Caisse des Dépôts et
  Consignations, Dexia, the Caisses d’épargne and Crédit coopératif. It also benefited from contributions from experts in urban management, local finance, project finance,financial engineering, as well as specialists in decentralisation and the financing of local government in industrialised and developing countries.

  Face à un certain nombre d'évolutions structurelles, un groupe de travail a été constitué à l'initiative de l'Agence Française de Développement avec pour objectifs de répondre à plusieurs interrogations: quel bilan peut-on tirer des différents modèles et dispositifs de financement des collectivités locales existants? A quelles conditions des expériences réussies dans certains pays peuvent-elles être exportées? Quelles stratégies d'intervention dans ce secteur pour les années à venir?
  
  Le présent document rend compte des travaux de ce groupe, auquel ont participé des représentants de bailleurs de fonds, de banques privées et d'organismes de financement spécialisés, de chercheurs dans les domaines de la décentralisation et de la gestion urbaine, d'experts et de consultants spécialisés dans le financement des collectivités locales dans les pays développés et en développement.
